For those who are unaware of the term "semi-bluff" this is not when a really big truck speeds up, stops just short of squishing a Toyota Prius like an over ripe grape, and the driver yells out "just kidding!" In reality the truck would just keep going and the world would mourn the loss of one more completely useless, yet trendy car.
We all know what a true bluff is: it is a bold faced lie. A semi-bluff is a lie with possibilities. In short, there is a chance that the lie may actually become a truth. The best time to try a semi-bluff is if nobody at the table is showing any extraordinary aggression. You can take advantage of this table' ambiguity with a good semi-bluff.
If you have 9h and 10d in your hand, and the flop gives you a 2h, 8d, and an As, you have been handed a prime semi-bluff opportunity. By betting and raising in this situation, the Ace on the board will give your opponents pause. Your aggression will give the impression that you either have a matching Ace, a matching Ace with a high kicker, or even a pair of Aces in your hand. This might be enough to scare your opponents out of the pot.
If anybody calls your bluff you are still three cards into a straight. If the turn and river go your way, you cold still win with the best hand at the table. Your bluff in this case was less of a lie, and more of a prophecy.
