If somebody is limping along the street and minding their own business, kicking them squarely in their malfunctioning leg and laughing is something that society as a whole frowns upon. Usually somebody who abuses the handicapped in this fashion will be locked up in a correctional facility and be introduced to a whole new meaning of the expression "hardened criminal". Of course in poker picking on a limper is not only socially acceptable, but encouraged.
There are not a lot of situations where raising from the big blind is encouraged. This is because it is the sort of move that would generally only get the seal of approval from Dr. Kevorkian. Despite this, there are some instances where raising from this vulnerable position makes sense.
First of all, if you have been dealt a couple of Aces you will not find a better time to act aggressively from the Big Blind. This happens about as often as Haley's Comet though, so you can't count on those two particular cards showing up with you sitting in that particular position. The next best time is when you have had two or three people act behind you, and they have all limped in.
The limp in this particular case is not a sign of great confidence from your opponents. Add to that the fact that raising from the Big Blind is a pretty gutsy call, and you have created a situation where you may well steal the pot. Even if you only have the second or third best hand at the table, their own lack of enthusiasm for their hand combined with your overt aggression may deliver you a quick pot.
