Back in less enlightened days, being drawn and quartered meant that somebody in a black hood (working on behalf of law enforcement) did some rather nasty things to the body of the person who was being punished in this particular manner. By the end of this rather gruesome form of execution, the body of the victim was cut into four pieces and the bits sent to the four corners of the kingdom as a reminder of what happens to those who treat the laws of the land mere suggestions. Being quartered in Omaha High-Low obviously is not as painful as the Dark Age's version, but does mean that you may only wind up with 25% of pot. In this case both you and your opponent tie for the best low hand. Each of you can use your hole cards, and the community cards to make a low (A/2/3/4/5). So you split the low part of the pot 50/50. Considering the fact that your opponent can make three-of-a-kind with the jacks, and you cannot make anything even close to that, he wins 100% of the high end of the pot. So the split on this hand is 75% for the person you are playing against and 25% for you. In other words, you have been quartered. Being quartered is not a very good situation. In many cases quartering may represent a loss of money. This obviously depends on other factors such as how many people are in the hand and how much of your money is in the pot. As a rule though, most players would rather fold, and not waste bets in a game where it looks like they will be quartered.
