Shawn Riley, a Wichita, Kansas entrepreneur, believes he has found a way to host poker legally in the state. The Kansas Racing and Gaming Commission will be watching Riley as part of the Kandu Challenge game, Riley was co founder of the World Poker Tour Amateur Poker League bar circuit; in this new system players pay $6 for every half hour they sit at the table, and buy in for a min of $40. The game then plays like a normal cash game; he says that it is not gambling because they flash the deck by fanning it face up and show the bottom card of the deck; this allows players to try to remember where the cards are.
